All genes in an organism are present in every single cell. So your complete genome is present in every single cell. And what that means is that genes have to be turned on in the right place at the right time in order for them to enact their purpose. Now, gene regulation is the process by which the right genes are turned on at the right time and in the right place. There are many mechanisms of gene regulation that we've known about for decades, and epigenetics is one of those mechanisms.
