Kentucky teacher unions and rural voters were worried the measure could lead to the defunding of public schools, especially where private schools are rare. And in urban areas, some voters say they want to fix the existing system before investing in a new one. But University of Arkansas education policy professor Patrick Wolf says he expects private school choice advocacy to continue.

He has appointed Catholic cardinals from parts of the world that had never been represented at the Vatican. So now what happens is when these 100-plus cardinals meet in Rome, probably within the next week or so, many of them don't know each other. So it's all bets are off of who the next pope could be.

A mass will be celebrated in St. Peter's in the morning, and in the afternoon, the cardinals will be escorted by Vatican gendarme to the Sistine Chapel. Once inside, the master of liturgical celebrations will say the words, extra omnis, meaning all who aren't cardinal electors, get out. After that, the door is shut. Conclave, after all, means with key. And the waiting begins.
