Previously, he was research fellow at Emmanuel College and the Faculty of History in the University of Cambridge. He received his PhD in Political Science from Harvard University. His research focuses on the history of political thought and on European debates about economic competition and international relations in the seventeenth through nineteenth centuries. He is the author of numerous books including the most recent, The Holy Alliance: Liberalism and the Politics of Federation.
