Dodds explains the political background to the Bill, offers a comprehensive outline of the proposals contained in the current draft and details the practical implications for landlords and tenants – including increased security of tenure for the latter and new grounds for seeking possession that will become available to the former. In addition, Dodds appraises how well the Bill as drafted addresses the issues facing the residential sector and balances the competing interests of landlords and tenants, and offers thoughts on how smooth its passage through parliament may be.
