最终沙特掏了35亿美元，买了中国36颗东风3型导弹。这一笔生意就超过了总外汇储备。当然，我们是有个独特的条件的，那就是这批导弹的发射权是控制在中国手里，沙特不能想打谁就打谁。因为3000公里的导弹射程可不是闹着玩儿的。从沙特打出去，往北能打到俄罗斯，往东能打到新德里，够着新疆的最西部，往西能打到意大利，这个覆盖面积太大了。最终沙特还是同意了，中国给东风3配备了重达2吨的常规弹头。沙特也获得了一定的威慑力，其实从数量上来讲36颗真的不多，但是够用了。这东西最大的作用就是威慑，而不是打出去。所以，一直是中国人在操作这批导弹，这就是所谓的“金轮工程”。总体来讲，沙特这笔钱花得值，因为这么多年来的维护保养，我们都做的非常到位……
