Edmund Montagu is one of the more liberal figures in a cabinet not known for its advanced racial views, I think it's fair to say, and he's very keen on Indian independence, and he's very anti-Zionist, in contrast to his cousin, Herbert Samuels, who was the first British governor of Mandate Palestine.
