And that is who all of these attacks were against, were getting into telecom companies' networks.

They shouldn't, but... I really don't know enough about this, but it's always been my understanding that a big part of what routers are doing are assembling these packets that are going out.

And so if they're putting... A router with malware on it can put stuff in a packet that can make it pretty deep inside a network.
