So all the oil that currently exists that we're getting on tankers, we are seizing it and we are selling it and the money's going to American accounts to be used either in whatever their plans are for Venezuela or for reimbursing or whatever.

No one can use it for anything that is owed.

So my understanding is he would like them to come in and start pumping oil, but all the oil companies, except for maybe Chevron are saying this is too risky.
