So coming back to the beginning of the passage, Saruman sees Gandalf's own interest in the Shire and obviously decides it's worth a visit.
I mean, if this guy that I'm afraid of, who I know is more powerful than me and more influential than me,
interested in the Shire, maybe there's something that I need to be interested about, right?
So of course, because he's Saruman, he doesn't just go openly.
He goes in secret because everything he does is like two-faced.
He's like, I don't know everything I need to know about this place.
Everything there is to know.
Not because he was still interested, just because he was simply suspicious.
