At Barnstorm VFX, a visual effects house here in LA, muzzle flashes are simulated in post-production for shows like The Big Sky and The Man in the High Top.

There probably should be laws or stronger
rules than industry standards.
It clearly needs to change because something like this happened, and it has happened before, and we've got to protect lives.
Nothing's more important than that.
