You can have great English, great mastery of the language, but have an accent.

And it seems clear that you're not a native English speaker versus if you describe someone as a bad English speaker, I think of, and everyone describes things differently, but I think of someone who does not have mastery of the language and perhaps is searching for words, not just having an accent.
