Because of exactly how much it was larded up with stuff, specifically pointing out that Congress was effectively giving itself a pay raise for the first time in 14 years. But for a lot of the policies that we're all talking about, the president wanting to enact, it is almost impossible to believe that they can be enacted without actually some form of temporary hardship.
