Regardless of what they told the press, in private, investigators on the bomb squad were at least somewhat concerned of the bombs. Like, investigators... are kind of like they're at odds a little bit of what this actually is. In each case, the bombs did get slightly larger and more sophisticated.

To the edge of trying to figure out how to do this better and better. And he's getting better at it. It shows considerable advance in technique as compared with the earlier bombs. Also, because the bombs were clearly created in place by the same person, it was impossible for the bomb squad to ignore the reality that they were dealing with a serial bomber.
