The border has been mostly closed since May 2024 when Israeli forces invaded southern Gaza and occupied it.
Only a few people were able to leave through Rafah during a brief ceasefire early last year.
Meanwhile, 12 other people who'd sought treatment in Egypt during the war were able to return to Gaza through Rafah on Monday.
More exits and returns are expected daily now.
Israel's prime minister says far more people will be leaving Gaza through the Rafah crossing than will be allowed to return.
His government has encouraged voluntary migration.
Palestinians say it's aimed at displacing the population.

Kushner says this new Gaza will be a flourishing economic zone that creates jobs and prosperity for people there, free of Hamas and heavy weapons.
Kushner's plan envisions Gaza with trains and airport, advanced manufacturing zones, parks and a coastline for tourists, with high-rise towers that resemble Dubai.
It also includes more than 100,000 homes, though the UN says six times that amount existed before the war.
Ghada Doher, a mother of four, says the plan looks nice at first glance.
That all our rights and our homes are gone.
She says all we want is aid and Israel to open the border.

The Trump Organization this week launched a golf course, hotel, and residential community on the outskirts of the Saudi capital, Riyadh.
It will be built within a sprawling new development owned by Saudi Arabia's Sovereign Wealth Fund, which is run by Crown Prince Mohammed bin Sadman.
The company also announced a new Trump Plaza in Jeddah, the second to be built in the Saudi coastal city.
