It's something to do with, and I'm not a lawyer, but it's the Communications Decency Act, like Section 230 or 260, where basically that's correct.
They are not liable for what is uploaded because the site itself is not uploading the video.
It's these individuals.

it's up to the individuals and then the burden falls on the woman to be aware of what's happening to her to then take it to police which which is like you know of course it's like on the woman
