And they said, well, we're looking for someone who can come in and evaluate the system, understand how it works, and understand why Kentucky has so many people receiving it. I assembled a team of high-caliber intellects who had years, decades, of policy experience with the Social Security Disability Program. And I wrote down 19 different statistical metrics that I wish for us to evaluate around the enrollment into the Social Security Disability Program as well as different socioeconomic factors which were unique to Kentucky.

And here were some of the statistics that were the highlights of that report. Between 1980 and 2015, Kentucky's population grew 20%. Enrollment in the Social Security Disability Program grew 249%.
