Talk shows have long relied on a 2006 ruling that allowed a Tonight Show interview with then California Governor Schwarzenegger to be exempt.
The FCC now says that ruling does not set a blanket precedent for all talk shows, including The View, Jimmy Kimmel Live, and The Late Show, and is urging broadcasters to file the proper equal opportunity paperwork to comply with the law.
