Interesting that the government has decided to announce this separately to the budget.
Seems to add to the speculation that there will be major announcements on budget night.
They didn't want this to be announced at the same time because they wanted a lot of focus on it beforehand.
We wait to see, but it does look like perhaps the government is getting ready for a major reforming type budget.
