It was just someone who looked like her, Lorraine's twin sister.

but he did believe he could make a quick buck.
So he hired a local dock worker to pose for photos and sent them to Amy.
Apparently, Amy identified the man as her abductor.

If Amy really was kidnapped, it's possible that she might have simply misremembered what her abductors looked like.
Either way, McKinley was hired for a second task, find the elusive shack Amy had been held in.
Unfortunately, before he could cross the border, McKinley died in a car accident.
Then Lorraine, the woman with the convenient sister, was arrested for writing bad checks.
Lorraine immediately contacted Amy and Minnie asking for bail.
The mother and daughter decided not to respond.
