I think we've got enough of a story idea that we need to build the world, not only in a way that captures all of these points, but that is accepting of the adventures that we want to put into it. In the first draft, it was dragons were put in charge of areas, but since red dragons are better at fighting cold creatures, the red dragons were put in the Arctic region and they hated it.
