This is a kid who has severe medical issues, is very much special needs. I have a hard time seeing how he could have survived this long without somebody finding out he's there.

But what I wanted to say about it is if it is that. If they think that he moved his way up to Pennsylvania, the only reason... I can't think of a ton of reasons to go to Delco. Delco, for those who don't know, is the southeasternmost county in Pennsylvania. It's small by comparison to our county, Chester.
