And what I mean by fail is they don't have money to pay for food.
They cannot feed their kids.
They do not have homes.
Communities don't work unless there's money flowing through them.

But there's no test for rabies.
You have to kill the dog to test for rabies.
That's like if I get bit by a dog.

Like if a dog bites me, that's why you're supposed to vaccinate your dogs.
