The province's chief public health officer, Dr. Brent Roussan, says Manitoba continues to experience some of the highest rates of HIV in Canada.
He says in 2024, Manitoba had an infection rate three and a half times the national average, and the number of cases continues to rise.
Roussan says it's being fueled by injection drug use, homelessness, mental health issues, as well as sexually transmitted or blood-borne infections.
He adds that the highest number of cases are in Winnipeg and Indigenous people have been disproportionately affected.
He says the public health response must include an increased awareness, more access to prevention, testing and treatment.

The decision over rising jet fuel prices will affect flights from Toronto and Montreal to New York's John F. Kennedy International Airport from June 1st to the end of October.
Air Canada says jet fuel prices have doubled since the beginning of the Iran conflict and it no longer makes sense economically to continue some routes.
Affected customers will be contacted with alternate travel options such as flying to LaGuardia and Newark Liberty daily from six Canadian cities.
Aviation experts say the jet fuel crisis is getting serious, and airlines will have to consolidate their routes.
Some are already passing on fuel price increases to their customers.

The judge's decision came Saturday afternoon, less than an hour before the Al-Quds rally was set to begin.
Ontario Premier Doug Ford's government filed an application seeking to block the rally.
Ford said he was extremely disappointed with the ruling.
On Friday, Ford had said the Al-Quds Day has long been a venue for anti-Semitism, hatred, intimidation, and the glorification of terrorism.
There were some tense moments, especially during a counter-demonstration, but a heavy police presence appeared to prevent any major confrontations.
At least two people were arrested.
A lawyer for the rally organizers said the injunction application was an absurd attempt to abrogate the rights of freedom of speech in assembly.
