But he said key to this is disarming Hamas.

His plan is for Hamas's heavy weapons to be immediately decommissioned, and those who disarm would be rewarded with amnesty and reintegration or safe passage out of Gaza.

Israel had already banned UNRWA, the UN Agency for Palestinian Refugees, from operating on its territory last year.

Agency staff moved to Jordan as a result.

Now Israeli authorities have seized the agency's compound in Jerusalem.

Israel's national security minister was there celebrating the move and published footage of the demolition of a building.

The U.N.

agency's chief, Philippe Lazzarini, said the takeover violated the immunity of U.N.

premises and said Israel is trying to erase the Palestinian refugee identity.

Israel accuses the agency of perpetuating Palestinians' hopes of reclaiming their historic homeland, which is today Israel.

The charter of President Trump's Board of Peace seeks an expanded mandate beyond just overseeing the rehabilitation of Gaza.

It's being defined as a peacekeeping body to mediate world conflicts.

Trump would be chairman indefinitely, and countries would need to pay a billion dollars to become permanent members.

Trump is inviting world leaders to sign the Board of Peace charter at a ceremony Thursday at the World Economic Forum in Davos.

So far, at least five countries have publicly committed.
