For more than a decade, most of the world's countries have been working together to draw up regulations for a deep-sea mining industry. That effort is part of the International Seabed Authority. But the United States is not a member of the group and isn't bound by its rules. Greenpeace calls the company's intent to work with the U.S., quote, a slap in the face to international cooperation.

One protester who requested we only use his first name, Ibrahim, to speak freely against Hamas, told NPR, Hamas is not taking us into account. It has two million people in Gaza who need to live. He called on Hamas to release the Israeli hostages and leave Gaza. Over the years, Hamas has cracked down on dissent, but open criticism has grown during the war. Hamas did not break up the protest.

Trump said countries buying the oil and gas would pay the tariff. This is not how tariffs work. An American tariff would be paid by a company in America importing foreign goods. The reason for the new tariff, Trump wrote, is violent immigrants from Venezuela. Trump claims, without evidence, that the Venezuelan government purposely sent criminals to the U.S.

Both people who reviewed the plans said it was unclear if or when the plans would be carried out, or if they were a negotiation tactic to pressure Hamas to release more Israeli hostages. The military said it would not comment on future operational plans. It has announced it's mobilizing another army division for ground operations. Daniel Estrin, NPR News, Tel Aviv.
