While residents complained about the filth, there was little support for the costly work it would take to clean the streets. For some, the grime was actually a source of income. While much of the crime in Victorian London was opportunistic, the city was also home to an underworld of more organized criminal networks. Gangs thrived in the shadows of London's growing population and the widening class divide, with some operating across generations.
