They include 16 counts of attempted first-degree murder and a federal hate crimes charge. That attack left 12 people injured. The Department of Homeland Security says the 45-year-old was in the U.S.

The National Oceanic and Atmospheric Administration is forecasting an above-average season with 13 to 19 named storms. Forecasters say 6 to 10 of those storms could develop into hurricanes. Top sustained winds for hurricanes begins at 74 mph.
