Aid groups warn the changes will harm civilians who are in desperate need of food, water and other help.

A federal judge in Tennessee says there's some evidence the government's case against Kilmar Abrego Garcia is vindictive.

Federal prosecutors charged him with human smuggling.

Supreme Court ordered he be returned to the U.S.,
