If their army disbanded, they don't have an army.

They don't have a Navy.

They don't have any military.

They don't have a government.

They're essentially have been disarmed.

There's been about as big a power imbalance between the Israelis and the Palestinians as two neighbors could have.

Mexico has a government.

They have an army.

May not be the most effective one, but they've got one.
