If you look closely at his statements, formally opposing the BTA in California, what he says is that a state can't do this by themselves because they got 49 other states to compete with.
So what he's saying is that, you know, look, California is operating in a comparative environment.
One state can't do it.
And then he's leaving the other part elliptical, which is, well, the federal government needs to do this.
And I think that you can expect him to embrace that position by 2028.
