So in my opinion, it was all pre-planned. But because it involves classified agencies... like the National Security Council, you can't FOIA them. And obviously their material is not in the public record. It's very hard to find what people would consider a smoking gun when they said, okay, we're taking over. You know, the pan cafe is the closest thing that I have.
