The bad thing that's happening is that people will see this as some sort of massive win and not really understand the scope and scale of the fraud that's actually been going on.

If we're going to arrest this person for $40 million, what should happen to the Congress people who insider traded and made hundreds of millions of dollars?

What should happen to the people who ran all these little fake shell companies for the tune of hundreds of millions of dollars and billions of dollars, tens of billions of dollars collectively?

So this feels good, but this isn't a real win.
