In November 1861, the U.S.
Navy captured Beaufort, Port Royal, and the Sea Islands from the Confederacy.
And the next day, the U.S.
Army occupied these territories.
Navy's ships arrived, the plantation owners, slave owners, fled.
And they left behind about 8000 enslaved people.
Army decrees that it's not going to return the property in quotes of the Confederates.
We're not enforcing the Fugitive Slave Act anymore.
You have forfeited your property and we're going to keep them.
