As indicated in the letters, the killer definitely, like you caught on to, did know information about the murders that hadn't been disclosed by investigators, including the brand of ammunition used in the shootings.

So detectives did have every reason to believe that the letters were genuine. But still, only the Chronicle complied with the killer's demand and published the cipher the next day.
