intelligence agencies have less insight into China now.

Many of the CIA's previous spies and informants were caught and executed starting in 2010, according to reporting from The New York Times.

China has offered repeatedly to mediate any talks between Russia and Ukraine to end the war.

Ukraine historically has been distrustful.

China is one of Russia's biggest trade partners, and Ukraine's President Volodymyr Zelensky has criticized China's increased purchases of Russian oil and gas.

Ukraine has also alleged China provided military intelligence to Russia.
