The decision to rebuild Notre Dame, it was about our capacity to save, restore, sometimes reinvent what we are by preserving where we come from. This is a message of achievement.
President dismissed concerns later on when asked, saying the pair was just joking about.
We do need these rules. This is for AI to move forward. This is not being wary of artificial intelligence. It's not running counter to innovation, but it's looking to the future so we can have an international area where we will avoid our efforts being fragmented. And we also want to have AI that we can consider trustworthy and which will unite the international community.
Whatever happens, we must equip ourselves more, raise our defence position. We need to do this for peace and as a deterrent. We remain committed to NATO and our partnership with the US. But we also need to further strengthen our independence in terms of defence and security. The future of Europe does not have to be decided in Washington or Moscow.
And yes, the threat is returning to the East and the innocence of the last 30 years since the fall of the Berlin Wall is now over.
Präsident Macron tells the French. The future of Europe does not have to be decided in Washington or Moscow.
And yes, the threat is returning to the East.

My hope is that the Americans will be committed alongside us and that they will provide support or even active participation in all of this, because it's good for their European allies, good for NATO and good for all of us. But we must prepare for a situation where perhaps they will not join us.
Between tonight and tomorrow, we're going to organise both the emergency response of today and the next few weeks to rebuild Mayotte. We must take back control of the ability to access land, the ability to eliminate precarious and therefore dangerous housing more quickly, while at the same time re-establishing schools, rebuilding housing and rebuilding the hospital.
I have a good friend in the other part of the ocean saying, drill, baby, drill. Here, there is no need to drill. It's just plug, baby, plug. Electricity is available. You can plug, it's ready.
Just so you understand, Europe is loaning the money to Ukraine. They get their money back. No, in fact, to be frank, we paid. We paid 60% of the total effort. And it was through, like the US, loans, guarantee, grants, and we provided real money, to be clear.
Will France support the U.S. being compensated? I support the idea to have Ukraine first being compensated because they are the one to lose a lot of their fellow citizens and being destroyed by this attack. Second, all of those who paid for could be compensated, but not by Ukraine, by Russia, because they were the one to aggress.
Viva la libertad, carajo!
Again, just so you understand, Europe is loaning the money to Ukraine. They get their money back. No, in fact, to be frank, we paid. We paid 60% of the total default. And it was through, like the U.S., loans, guarantee, grants, and we provided real money, to be clear.
We are also well aware that Europeans need to do more for security in Europe, for defense in Europe, and to more fairly share the security burden that your country has been carrying for so many years. Mr. President, you know how much friendship I show towards you and I have towards you since your first term. Europe is very clear-eyed about this.
We know what we need to do as Europeans, given the threats surrounding us and the responsibilities that we must shoulder.
We had lengthy discussions with the president, and we spoke about our desire— to bring an end to conflicts, to have a truce that is measurable, verifiable, and that enables negotiation of a lasting peace, what we will discuss, not only Ukraine's reconstruction, its territories, but also the security guarantees, meaning maintaining peace over the long term.
As I said to the President, we've experienced peace accords that were only ceasefires without ensuring security guarantees, Minsk I and II. And we want to make sure this doesn't happen again.
No, in fact, to be frank, we paid. We paid 60% of the total effort, and it was through, like the U.S., loans, guarantee, grants, and we provided real money, to be clear. We have 230 billion frozen assets in Europe, Russian assets, but this is not as a collateral of a loan because this is not our belonging. So they are frozen.
If at the end of the day, in the negotiation we will have with Russia, they're ready to give it to us, super. It will be loaned at the end of the day, and Russia will have paid for that.
I mean, this war costed all of us a lot of money. And this is the responsibility of Russia, because the aggressor is Russia.
No, in fact, to be frank, we paid. We paid 60% of the total effort. And it was through, like the US, loans, guarantee, grants, and we provided real money.
I want to know what is your idea about Italy, if you want to make the same thing.
In France, Emmanuel Macron called the tariffs brutal and unfounded.
So you can buy-buy America and you can buy Canadian. Love that. Right? The flag for that.
Hello. My name is Emma. I am a United States Army veteran. And under the current administration's policies, I and thousands of other women like me are considered persona non grata in the job market. My question to you all is, what steps are you going to take to ensure an equal chance for female veterans to get employment?
I support the idea to have Ukraine first being compensated because they are the ones who have... lose a lot of their fellow citizens and being destroyed by these attacks. Second, all of those who paid for could be compensated, but not by Ukraine, by Russia, because they were the ones to aggress.
No, in fact, to be frank, we paid. We paid 60% of the total defaults. And it was through, like the US, loans, guarantee, grants, and we provided real money, to be clear. If at the end of the day, in the negotiation we will have with Russia, they're ready to give it to us, super. It will be loaned at the end of the day, and Russia will have paid for that. This is my wish.
I think we need to provide more mental health care. I am willing to invest more money in mental health care. We have got to invest more money. more money in health care.
There was a month of rest.
They get their money back. No, in fact, to be frank, we paid. We paid 60% of the total default. And it was through, like the U.S., loans, guarantee, grants, and we provided the real money, to be clear. We have 230 billion frozen assets in Europe. And just because international rights and a lot of treaties and agreements were negotiated, and even the US did recognize these rights. So you cannot say to 2 million people, okay, now, guess what? You will move. The whole story of humanity is made of tiny part of places where even less than 2 million people were ready to go till the end because they wanted just to stay. So I think we have to...
to stick to our principles. Sometimes in this world, you have the feeling to be so old-fashioned when you speak about principles. But I will tell you, this is humanity. And the civilization is a process. And the process of the civilization is that you learn generation after generation. And this is how you improve yourself. And we did learn.
that you can get rid of people and just push them out of their place when they have a legitimate right to live in their place, being recognized by everybody. So I think we have to respect the willingness of Palestinian people to have a state. And we have to respect Jordan, Egypt, these sovereign countries, because they want their security, they want to keep their borders.
Which means we can localize a lot of data centers on top of what we need in terms of electricity for our own companies, our own households. So it's very important. In this world where I have a good friend in the other part of the ocean saying, drill, baby, drill. Here, there is no need to drill. It's just plug, baby plug. Electricity is available. You can plug, it's ready.
Today, humanitarian situation. So we have the ceasefire, we have to preserve it, we have to restore humanitarian operations, and we have to save maximum number of people. But now the right answer is not a real estate operation. This is a political operation. Just because this is not a free land, this is a place where two million people live and want to live.
I will bring together with the relevant ministers the industry leaders in the sector in the coming days.
The war in Ukraine has now lasted for over three years. From the first day, we decided to support Ukraine and sanction Russia. And we did well because it is not only the Ukrainian people who are bravely fighting for their freedom, but also our own security that is threatened. Indeed, if a country can invade its neighbor in Europe with impunity, then no one can be sure of anything anymore.
And it's the law of the strongest that applies and peace can no longer be guaranteed on our continent itself. History has taught us this. Beyond Ukraine, the Russian threat is there and affects European countries, affects us. Russia has already made the Ukrainian conflict a global conflict.
It has mobilized North Korean soldiers on our continent, Iranian equipment, while helping these countries to arm themselves further. Under President Putin, Russia violates our borders to assassinate opponents, manipulates elections in Romania and Moldova. It organizes cyber attacks against our hospitals to disrupt their functioning.
Russia tries to manipulate our opinions with lies spread on social media, and fundamentally, it tests our limits. It does this in the air, at sea, in space and behind our screens. This aggressiveness seems to know no boundaries, and Russia at the same time continues to rearm itself, spending more than 40% of its budget for this purpose.
By the year 2030, it plans to further increase its army with 300,000 additional soldiers, 3,000 tanks, 300 more fighter jets, who can believe in this context that it can rely on the support of parliament. that today's Russia will stop at Ukraine. Russia has become, as I speak to you now and for the years to come, a threat to France and to Europe.
I deeply regret this, and I'm convinced that in the long term, peace will be achieved on our continent with a Russia that has become calm and peaceful again. But the situation I'm describing to you is like this, and we must deal with it.
The future of Europe does not have to be decided in Washington or Moscow. And yes, the threat is coming back from the east. And the innocence, in a way, of the last 30 years since the fall of the Berlin Wall is now over.
In Brussels tomorrow, during the extraordinary council that will bring together the 27 heads of state and government with the commission and the president of the council, we will take decisive steps. Several decisions will be made that France has been proposing for several years. Member states will be able to increase their military spending. Without this being counted in their deficit,
Massive joint funding will be decided to buy and produce on European soil ammunition, tanks, weapons and some of the most innovative equipment. I have asked the government to be mobilized so that on the one hand it strengthens our armies as quickly as possible and on the other hand it speeds up re-industrialization in all our regions.
I want to be very clear this evening. Russia cannot have a say on the support we provide. and will provide to Ukraine, nor can it dictate the terms of this lasting peace because it is a matter of Ukraine's sovereignty and the security of all Europeans. Mr. President, dear Volodymyr, receiving you this evening is once again a privilege for us.
You embody the resistance of a people who refuse to yield to the unacceptable, to brute force or to the fait accompli. And this resistance commands the respect of all Europeans. It commands the respect of the French people because we also know that it concerns our security. That is why you can count and will be able to count on the support and commitment of France by your side.
Because Ukraine deserves peace. And for having seen you here on October 3rd, 2019, in a discussion at the time with President Putin and Chancellor Merkel, I saw how much these two... You fought to preserve that peace. I will not allow certain people to rewrite history in any way. There is only one aggressor. There is only one resistor. The aggressor is Russia. The resistor is you.
And Europeans, like Americans, have no other choice than that of their history, respecting international law and respecting their own security. Thank you for being here, and we will be here too.
And the Ukrainian army and the assurance forces today, Russia opposes it. Since Russia has always said that they did not even want a Ukrainian army. So I assure you there is no agreement from Russia. I also assure you our view of international law is that it is not Russia that will decide what happens on Ukrainian territory. So it's officially recognized and we will move forward and work on it.
And so there will indeed be a reassurance force with several European countries deploying. And then here's what Zelensky said. Let's play it.
more is guaranteed security offered by europe listen first of all today there is no discussion not even about peace today we have a discussion between the united states of america and russia if i am well informed russia invaded ukraine ukraine is not at the table When Ukraine and Russia talk and Russia commits to a lasting ceasefire, we can then see what the security guarantees are.
It is then legitimate for Ukraine, a sovereign country, to define what it needs to ensure its security. Let's take things in the right order. We will not integrate excessive demands and sometimes provocations. When I see the decree that was once again issued today by Russia, it's the opposing side that has shown its inability to keep its word and its aggressiveness.
Regarding NATO, France, Germany and the United Kingdom indeed discussing making an offer to the United States to effectively take control of NATO under a European banner, let's say, within five to ten years. There is no control. The Secretary General of the existing news is to strengthen the European pillar. There is no control. I think it is called, let's equip ourselves for the future.
Let us arm ourselves, build a true European deterrent to ensure peace in Europe.
I mean, we shouldn't buy into The arguments I hear everywhere, the Ukrainian president was elected through free elections in Ukraine. In fact, he wasn't the favorite at all. I remember it like it was yesterday. And so he's a president elected in a free system. This is not the case for Vladimir Putin, who kills his opponents and has been manipulating these elections for a long time.
Unfortunately, this is not the case in too many countries in the world. He then had to enact, because it was war in his country, martial law.
you think he can organize presidential or legislative elections in a country where several million ukrainian men and women have fled for their safety in a country where he has mobilized several million others who are on the front lines where there are 1 000 dead and injured per day and where there is a whole strip of its territory that is conquered by russia what are we talking about do you think that in the same situation we would have fun holding elections he cannot hold elections
So if we want free elections in Ukraine, there needs to be a lasting peace in Ukraine. That's the prerequisite. Anyone who acts before that is manipulating. And what is the plan of some? I know it very well. A ceasefire that will not be respected. Quickly, quickly, elections to manipulate them. It's not a good idea. So yes, President Zelensky is legitimate.
And we wish for more democracy in Ukraine over time, thanks to lasting peace. And President Zelensky wants democracy in Ukraine too, since he's a product of it. If the system had been manipulated, he would never have been elected president himself.
To the humanitarian situation. So we have the ceasefire, we have to preserve it, we have to restore humanitarian operations, and we have to save maximum number of people. But now the right answer is not a real estate operation. This is a political operation. Just because this is not a free land, this is a place where two million people live and want to live.
You can't be weak against President Putin.
