You can't have 575 people. who are arrested for shoplifting, and they have been arrested over 7,500 times. 36 people who have assaulted people in the subway system have been arrested over 1,600 times. With this revolving door system and trying to convince our lawmakers in Albany that, yo, this is a problem, you know? And they're real problems. So who can do that?
