And the bargain is basically like, you know, if you have, I don't know, I'll use Albania, but like if you have an Albanian NGO that is roughly working on what USAID thinks is not only good for the country but also good for U.S. relations with the country, then you can get some funding from USAID. Mm-hmm. In fact, I've worked on projects in Albania recently.
