That's what grand juries are usually used for.
But there are investigative grand juries, and that's what, in fact, the now current DA, Joe Early, says this was for.
That is possible because the benefit of a grand jury is that you can pull people in who don't want to talk and they have to.
There's a subpoena and they have to tell the truth because they're under oath.
It's very possible that this was from the beginning, an investigative grand jury.
Two years is a long time and very expensive.
But because all the testimony is sealed, we really can't tell exactly what happened.
But we do know that it is unusual.
