President Trump signed the bill in a late-night ceremony from the White House where he continued to blame the Democrats for the shutdown.
The package funds most of the government through the end of January, but also includes three years of funding for some other programs, including agriculture and military.
The legislation also includes a provision that would reverse layoffs of federal workers that were made during the shutdown and ensure retroactive pay for those who were furloughed.
And Trump again pressed to end the Senate's filibuster rule that requires 60 votes to bring legislation to the floor.
The president declared the move as a major step toward building bridges across the world.
At a dinner with Central Asian leaders, including Kazakhstan, Trump posted that the administration is negotiating with other foreign leaders about joining.
It's a largely symbolic move.
The White House described it as a signal that the accords are alive and well in the second administration.
Regional concerns over the war in Gaza has been a major impediment to attracting more signers to the agreement, including Saudi Arabia.
Speaking from the Oval Office, President Trump announced the deal with Eli Lilly and Novo Nordisk for their GLP-1 drugs that treat diabetes and obesity.
The deal includes coverage by Medicare and Medicaid, which could mean new customers for the companies, and the administration says about 10 percent of Medicare enrollees will be eligible.
The drugs will also be available to purchase online in a direct-to-consumer marketplace that the Trump administration plans to launch, called TrumpRx.

In his first public remark specifically addressing the mayor-elect's victory, Trump suggested Zohran Mondani represented the future direction of the Democratic Party.
Trump charged that New Yorkers will flee the city as a result.
