If they decided that he couldn't live in the house anymore for a period of time, I think the more likely scenario is that they would place him with Brad's mom, which is probably the best place for him, and if for some reason that's not an option, they would probably try to place him with you.

I'm assuming someone in the family is going to be able to take your little cousin, and the system would try to reunite him with his parents as soon as possible...
