On occasions, I have heard members of the House and Senate making strong arguments on the floor the prohibition was being well enforced, when I knew good stuff was being regularly delivered at their own offices.
You can't blame these men for taking the same means of refreshment and relaxation other people enjoy. If there's any difference between members of Congress and other people and their personal habits and tastes, I didn't see it in 10 years in and about Congress.
