It appeared in Blackwood's Edinburgh magazine in 1826.
It likely evolved from the earlier phrase, Sweet 17, used around 1791.
As a sporting term applied to basketball, Sweet 16 was used by a Davenport, Iowa newspaper, Go Newspapers, to describe a high school basketball tournament in 1936.
It was not adopted into the NCAA tournament until the 1980s.
