He's talking about a floor that teams have to spend to, a minimum amount that they have to spend.

That's his positive way of looking at it, getting more teams to spend more money.

The lower spending teams are trying to get the higher spending teams to spend less money.

Yeah, but also this is another thing that I would really love to talk to one of these owners.

that don't spend a lot of money, and ask them, because it's assumed that all of these owners that don't spend a lot on their payroll, that are at the bottom of the payroll,

want to see these other teams have a cap on them.
