The mistake I feel that was made here
is that he put an across-the-board tariff and then tried to say it was an emergency.
It is an emergency relative to specific countries, but when you do it to everybody, the argument that it's an emergency gets undermined, which is one of the things that the plaintiffs said here in this case, relative to the restitution.
