You said it well yesterday, Dana, the executive order is not the way to do this.

If Congress passes something or more importantly, you do it the way the Constitution is to be amended.

And if the president believes the polling is overwhelmingly in his favor, then take this out to the country and get two thirds, three quarters of the legislatures in the country to pass it by two thirds.

And then you have an opportunity to amend the Constitution.
