There's only one way that you can really establish a true turnaround in the NBA, and that's to either trade for a superstar somehow, have one fall into your lap.

It would be to be one of the like handful of five destinations that a top tier free agent would want to go to to build a franchise or just luck out in the draft lottery.

And it feels like this would be a really easy way for that to all kind of backfire and have like average teams now tank just to get into the lottery, then be people's asses to get the number one overall pick.

Adam Silver did say that he would also consider getting rid of the draft and making all rookies free agents.

That would be fascinating.

Florio has been spouting this for a long time, that every college kid coming into the NBA or the NFL should be a free agent, and then teams can allocate.
