District Judge Carl Nichols found it's too early for an emergency ruling that would block Trump's order because the order's main directives have not been carried out yet.
This leaves in place, at least for now, Trump's latest executive order that tests the limits of the president's power under the Constitution.
The order calls for the federal government to create lists of adult U.S.
It also calls for banning the U.S.
Postal Service, which is a financial supporter of NPR, from delivering mail-in ballots to anyone not on those lists.
Democrats and voting rights groups argued in court the Constitution gives power to state legislatures and Congress, not the president, to set federal election rules.
Since Trump signed the order in March, it's been unclear whether and how it would actually affect voting by mail, which has continued for this year's midterm primary elections.
Louisiana Republican officials say because the Supreme Court found their map is unconstitutional, that they need a new map in time for this year's midterms.
And so are Republicans in other southern states like Alabama and Tennessee.
And Louisiana has gone as far as suspending its congressional primary, and that has led to lawsuits.
That hasn't stopped Republicans in places like Louisiana, Georgia, and Tennessee from urging their state's maps to be redrawn as soon as possible.
There's a request in for the Supreme Court to speed up certifying its ruling so that Louisiana can try to redistrict.
Part of the bottom line here is that with the further weakened Voting Rights Act, the United States may be headed towards seeing the largest ever decline in representation by Black members of Congress.
Today is a last chance for eligible voters in Louisiana to register online in time to cast ballots in the state's May 16th primary.
And Monday is Nebraska's deadline for registering online or by mail, though in-person voter registration doesn't end until May 1st.
In Oregon, you can still register online by mail or in person through Tuesday.
