Is that enough of a heads up for something that was being decided and announced on Sunday and Monday?
Now, when's a reasonable point in this process for him to actually have told the police that this was what he was planning?

The government has launched an investigation into claims of aluminium dumping.
It's being alleged the aluminium products are being dumped here at below the cost of the raw product.
Now we're talking about aluminium bars, rods and profiles which are used across construction, infrastructure and transport.
