I mean, put it this way.
If it was just, oh, well, we think we might do something in the future, then Treasury should also be including that we're going to buy BNZ Bank and all these other concepts, which are not going to go ahead.
So, yes, Treasury does have to be a bit more assured that it's going to come through.
My reading of it, looking through it, is that they've sort of wanted to do it.
I don't know if they haven't quite got it through the coalition workings or more likely that they know broadly what the concept is, that they know what they're trying to achieve, but they really are trying to hammer down the actual policy that they want.
How are they going to operationalise it?
It does look like it's a bit more front-loaded in terms of cost, which does suggest it's more of a let's get it done in the short term rather than have it drag out over the long term sort of policy option.
I genuinely have no idea.
And honestly, I think speculation.
I mean, we could come up with all sorts of fun policy ideas, but no, I've got no idea.
And I don't think looking at the data, there's anything that sort of points us in one direction or another.

It's published in The Australian.
And the orange tsunami continues.
So you've got, for the first time in history, One Nation outpolling the Labor Party there on primary vote at 31%, Labor on 30%.
And the poor old coalition is floundering at 18%.
Now, this poll was taken last week, 1240 voters.
